Healy commented on the ability of prosecutors to file
murder charges against drug dealers accused of delivering fatal
doses of heroin. Proposed legislation would allow prosecutors to
charge such dealers with second-degree murder, punishable by a
mandatory sentence of 10 years in prison. The story also appeared
